That is a reasonable moisturizing starting point when the eye area needs comfort before concealer. It is not a minimalist formula with no botanicals. If you already know that you must avoid one of its ingredients, use that information rather than assuming an eye cream or fragrance-free claim guarantees suitability.
Manufacturer directions say to apply small dots around the eye area and gently smooth until absorbed, once or twice a day. Use those instructions before experimenting with a much thicker layer. We cannot specify a universal waiting time that will make every concealer behave well.

Its practical difference is the directions: after cleansing, place a small amount on the ring finger and delicately dab around the eye area and on dry eyelids, morning and/or evening. That is useful when you are looking for a product whose instructions actually include that placement. It does not mean every eye cream should be used on eyelids.

Its published ingredients include glycerin, niacinamide, dimethicone, hydrogenated shea butter and palmitoyl pentapeptide-4. It lists neither petrolatum nor palmitoyl dipeptide-7, unlike the checked CVS list. The Canadian list also differs. We have not inspected a delivered pack; check its own label and directions before use.
Olay Regenerist Collagen Peptide24 Firming Eye Cream, fragrance-free is a relevant moisturizing peptide candidate. The Canadian brand page verifies a 15mL fragrance-free eye cream and morning/evening use on cleansed skin. Its ingredient list includes petrolatum, glycerin, niacinamide, panthenol and palmitoyl pentapeptide-4.
The US CVS listing for the 0.5oz version additionally lists palmitoyl dipeptide-7. A current US manufacturer eye-product page was unavailable. We therefore cannot call the Canadian list the exact current US formula.
Best fit: a candidate to inspect when you want this specific fragrance-free moisturizing eye product.
